The Khyber Pakhtunkhwa Medical Transplantation Regulatory Authority (KPMTRA) has been entrusted the regulatory functions assigned in Statutory Instrument (Khyber Pakhtunkhwa Act No. XI of 2014), called the Khyber Pakhtunkhwa Medical Transplantation Regulatory Authority Act, 2014 and enforcement of the Rules made thereunder namely The Khyber Pakhtunkhwa Medical Transplantation Regulatory Authority Rules, 2017.
It gives me great pleasure to see the prolonged efforts and activities of KP-MTRA come to fruition. The Government of Khyber Pakhtunkhwa is committed to facilitating legal transplantation services while ensuring high standards, transparency, and accountability.

The advancement of organ transplantation services in Khyber Pakhtunkhwa reflects a vital shift toward a more responsive and ethical healthcare system. To combat illegal organ transplantation, the Government of Khyber Pakhtunkhwa established the KP Medical Transplantation Regulatory Authority (KP-MTRA) through legislation in 2014, followed by supporting rules in 2017. This regulatory framework ensures that all transplantation practices are ethical, safe, and transparent.
KP-MTRA actively oversees transplant activities, registers and monitors authorized facilities, and promotes voluntary organ donation. The Health Department remains fully committed to protecting the rights of both donors and recipients and to strengthening ethical transplantation services across the province.

Organ transplantation offers a second chance at life for patients with end-stage organ failure. To ensure these procedures are safe, ethical, and legally regulated, the Government of Khyber Pakhtunkhwa established the KP Medical Transplantation Regulatory Authority (KP-MTRA).
KP-MTRA registers authorized institutions, monitors transplant activities, and promotes both voluntary and deceased organ donation. Through the effective implementation of the KP-MTRA Act and Rules, we are working to prevent illegal practices and uphold the rights of donors and recipients across the province.

FUNCTIONS OF REGULATORY AUTHORITY
- To regulate, control and monitor all human organ transplantations in the Province and the various committees constituted under the Act.
- Recognize medical institutions, hospitals, transplant surgeons and physicians for practice of operative surgery in transplantation of human organs
- To establish a Provincial Registry and Provincial and regional networks for evaluating quality and outcome of transplant centers.
- Enhancement and promotion of transplantation.
- Monitor transplantation and enforce prescribed standards for recognized medical institutions and hospitals.
- Inspect recognized medical institutions and hospitals for examination of quality of transplantation.
- Follow up medical care of donor and recipient.
- Evaluate quality and outcomes of transplant centers.
- Investigate and hold inquiry into the allegations of breach of any provision of the Act in the prescribed manner.
- Address religious, cultural and ethical issues that may arise related to transplantation.
